The church is the community of all true believers for all time. It is both invisible (2 Tim. 2:19; Heb. 12:23) and visible as local churches (1 Cor. 1:2, 16:19; 1 Thess. 1:1; Philem. 1-2; Rom. 16:5). Churches are congregations of baptized believers covenanted together in faith and fellowship, marked by the right preaching of God's Word and right administration of the ordinances. (Matt. 18:19-20, 28:18-20; Luke 22:14-20; 1 Cor. 11:23-30; 2 Tim. 4:2; Acts 2:42-47)
God has given authority to local churches to preach, teach, rebuke, admonish, administer the ordinances, recognize citizens of God's kingdom, conduct church discipline, and ordain men. (Matt. 18:15-17; Acts 6:2-5; 1 Cor. 5:4-5; 2 Cor. 2:6; Gal. 1:6-9; Eph. 4:11-16) The church's authority is in her membership.
Scripture provides two offices for the local church: Pastor and Deacon. When a man expresses a calling to the ministry and demonstrates biblical qualifications for that calling, the church can ordain him, confirming God's will and calling on him (Acts 6:2-5, 13:2-3).
In so doing, the church simultaneously invests authority in and submits to the leadership of that man (Heb. 13:17). In so far as the Pastor is faithful to his office and rightly teaches Scripture, the church shall submit to him. Should he err, the church may remove him.
